Hi Lucy,
Firstly I thought that it is Russian/Soviet manufacture, Possibly Ghzel. I found simmilar on Ebay (will send you PM) but the mark looks different. Also the decoration is different than Russian, possibly Dutch Delft or Scandinavian?

My first thought was Russian too, but the mark looks more like that of a studio potter. If it is by a studio potter it's worth searching Etsy as many sell off that site.
