Recycled glass or something else? Empty Recycled glass or something else?

Heavy, thick, cobalt blue glass vase, with gold-coloured over-paint. Has a nice sculptural form.

I'm assuming it's recycled glass from somewhere like Mexico and sold in TK Maxx, but posting it for a second opinion.
