It's a medallion plate (ie the pictures are framed within a patterned background). The fact that the frames are asymmetric points to them being Japanese (Chinese preferred symmetrical decoration), possibly copying Chinese designs, in which case the marks on the back are probably faux-chinese characters.
The decoration on the underside of the rim are supposed to represent bats.
It all seems to be hand drawn, and very nicely done. I'd guess the date to be late 19th Century.

A better search string may be 19th Century Meiji Period Arita Imari Polychrome charger, or combination of those words.
