Someone may need to correct me, but the only thing I know about decorative glass marked celery is that in times of austerity (WW11) luxury items couldn't be imported. If such an item was therefore marked 'celery' it was classed as tableware. A loophole.

I've had a few glass vases crudely marked celery.

I would say probably Czech and made by one of the factories that became Borske Sklo
