textured glaze lamp stand is it troika/newlyn?????

hi, found this lamp stand today, it has been in me mams loft at least 30 years. it is about 30 inch high 10 inch across bottom and four inch across top. it has a lovely tactile feel with rough areas around smooth circles. i thought it was troika but not marked. it has an incised triangle mark.(see pic) any help anyone can give me?

It certainly isn't troika , it looks similar to some west german pieces
