Antique paperweight?

HI,
A friend purchased this millifiore paperweight this morning at a boot sale. He deals in glass items but had no idea of the maker of the piece. I thought it might be Murano or even early Chinese. It has a large flat clear base. Any ideas would be appreciated. The photo is poor as it was taken on a mobile in a very crowded enviroment.
