Enamel Stirling Buckle

Enamel Stirling Buckle
I am researching this beutiful buckle.
Its 6cm wide although it splits in two.
its 5cm height.
Wonderful blue enamel with two crests.
The first is to the left that depicts a crown with what I believe is a UK flag of
Harp,Lions x3 twice and lion like Scotland.
the second half looks USA but with a twist as Starts Stripes run Vertical mounted with
an eagle.
If you can shed light on the origin or country please any advice appreciated.
