Blue/green dish polished out mark. ID please if possible

Last one today, promise, this dish 21 cms wide by 10 cms deep is also believed to have been brought back from Italy or Austria in 1970's. Would love to know it's origin

Have just had another look at this and within the polished out base can now see a diamond shape with letters ROC, possibly some other smaller letters above these very uindistinct

I must say that base finish already had me thinking along the Far Eastern lines - as a rough rule of thumb frosted base finishes mean Far Eastern mass production. Also, the base is quite rough - it's not been particularly skillfully finished and that's another rough rule of thumb, most (non-mass produced) quality pieces are finished off really nicely.
