Large 10" x 10" art pottery tile mounted as a pot stand, it's hand decorated not printed. Any ideas?

A bit of a long shot: It reminds me of a US potter called Michael Kline. He does cobalt flowers under a white shino, but in a more looser pattern; I've not seen a design exactly like this, but it might be an early one?
