can not find any more information about this dish I think that is T. Rathbone & Co but not sure anyone know something more

Lucerne is the pattern name.

2 firms used this mark, both made printed earthenwares so take your pick.

T Rathbone & Co Tunstall 1898-1923.
Thomas Rathbone Portobello Edinburgh 1810-45

Typical Edwardian piece so definitely the Tunstall Rathbone.
