Early 20thC vase?

Dug from an old rubbish pit in Hampshire and missing its neck (ignore the red paint and green glitter; the digger/seller had thought it would "appeal to the girlies" ). Unmarked. Pottery. Raised coloured slip decoration

I want to say Longwy (France) 1900-1920 even though that base looks very Japanese. If it is them the pattern will be amongst the millions on google to view.

Cheers :) I hadn't thought Japanese but that foot rim and brick brown colour might point to it. Otherwise maybe a Torquay ware piece?
