Trying to identify this bird figurine - Any help appreciated

I have this bird figurine, and would love to know its origins, its probably junk, but just wondered

Possibly Japanese or Czech, but there are similar types of figurines which were made in Australia in the 50s-70s which are highly sought after by Australian collectors. Unfortunately I'm not experienced enough to be able to tell the difference.

I think it's some kind of spill vase. Spills are described by Wikipedia as "tapers for transferring fire, for example to light a candle or pipe from a lighted fire."  If you google Czech bird "spill vase" you'll find similar, but usually with fewer and larger holes.

The holes are defo for flowers, similar to a glass "frog", used in vases and the alike for arranging etc...
