Spray painted plaster. When I see it I think of the coin operated rides outside shops that kids used to play on. I guess late 1950'-1970's very low quality probably from China but maybe English or even American.  Could be a prize at a fair or simply a novelty for those with clown fetishes.  

If you smashed it and used the shards to build a foundation for a driveway I suspect the tarmac would bubble and crack within hours. Its that bad. Unless someone who doesn't like you gave it to you I doubt there is a single person on earth who would want to pay to own it. We may need a crowd funding page simply to sponsor the rubbish collectors to take it away such is the shame of being seen near such a void of taste and quality. (I suspect it will sell on eBay anyway)

You could keep it round the house covered with a napkin just in case someone breaks in and you need something to throw at them so you don't grab the good stuff by accident.

I think it would shatter too quickly...i'm going to put it on ebay(no shame)
