I'm a bit confused by this which was part of an auction lot.

9½" chunky vase, potting rings visible inside. I don't think that it's a hobby potter as the decoration is too well done - all hand-painted Oriental scenes including seated Chinese(?) figures. Unfortunately it's all a bit overwhelmed by the scratchy blue-grey paint. Initials on the underside P & R (or PER / PAR) which don't sound very Oriental.

It's clearly got some age to it, judging by the wear and glaze crazing.

Anyone have any idea whatsoever?

I wonder if it may be just a spurious, plain English vase that someone has
decorated over. I have seen this done on plain Lovatts/Langley vases before.

Is it actually glazed, or just surface painted?

I can't really justify the idea in any rational way, but my first reaction was Bloomsbury Set/ Omega Workshop. Not so much from the style, more the attitude of dilletante confidence.

Definitely underglaze decoration, Jerry.

As for "attitude of dilletante confidence", I couldn't possibly comment other than to say you sound (in a good way) like an art history lecturer I had many years ago.

Maybe by a designer for, or copying, Wilton ware?
