St Clement, France, majolica plate but stamp has me confused

I bought this plate at a car boot sale recently and the colours are really lovely. When I got home I looked up St Clement and was able to find similar items on line (a lot of the designs have asparagus on them). However, while the stamps on the other plates shared the St. Clement, France stamp, I couldn't find any others with the text above St. Clement. I can't read it very easily but I think it says Point Norman. Despite googling, I can't find a pottery of that name - do you think it might be the person who decorated it?

If you google "St Clement" " peint la main", you'll find examples of his mark, or very similar.

It means hand painted in English.
