It is signed on the with a name and what I take to be a date.

Slip cast. Markings like that on a slipcast piece points to a home painting kit or student/hobby potter piece.

A date is usually a dead give away that it's by a hobby potter (at least in the UK. In the US it's far more common). A professional potter, producing hundreds of pots a week is not going to have time to date them, although some, like Aldermaston, do use a year code.
