It looks like one of those seals you could buy off the shelf years ago. I suspect that it's 1970s, as that was the decade of the goblet, but by a hobby potter.

Just looked through the BSPM book and it's not in there. I agree with SP that it looks 1970s and possibly a hobby potter.
