Numbered figures are usually German.

Had many a numbered mystery here. In my experience the type set used (the shape of the letters) normally points to one of three places. Germany, Austria or Italy. Must say yours looks German though, particularly with the addition of the X that I think is trying to suggest crossed swords (Meissen). Not sure it has the quality of Meissen but it is of the type and style.

I would say Germany or Austria too. Late 19thC - Early 20th Century. I was told they were often sold at fairs and referred to as Fairings.

Samson, France, is another possibility.
