its on the bottom of a cabage leaf bowl there are snails as well and snails as feet for the bowl

I would say the latter but only because the numbers look Italian in style

I think it's by Secla, Portugal. If you google "secla portugal pottery" you'll see similar cabbage leaf pieces, and I had a similar one with this P.... numbering on the base, which I think they used pre-WW2
