19th Century chinese figurine? Empty 19th Century chinese figurine?

Handpainted. I think it's porcelain or bone china, although it is chipped on the edge of the cloak and I'm not sure if I'm looking at earthenware or porcelain. Unmarked. 5" high.
One of the Dresden factories, maybe?
