I would say Korean - the decoration is made by inscribing a pattern into the surface of darker clay body and then infilling with a lighter clay. Cranes are particularly popular. Difficult to say how old. They've been making them in this traditional form for centuries, right up to modern day. I would say it's more likely to be 20th Century than 19th Century.
