Flower Brick by Francis Ceramics

Pen or brush holder in the oriental style.
Decoration is reminiscent of Dartington Pottery, so by one of their ex-artists, maybe?

Might it be a modern Chinese export piece?

Found a similar one, listed as Studio Pottery Ceramic Flower Brick by Francis Ceramics. Checked out Francis Ceramics and it's a husband and wife team who make reproduction delft, etc, tiles for high end interior design. Possibly an early piece of theirs?
I don't think its a Japanese/Chinese import because the glaze is crazed and their flower bricks are of a much better quality.
