I think the short answer is No. Royal Doulton pieces were fully stamped.
It's a common and copied style of decoration. Closest you'll probably get is 'one of the Staffordshire factories', but it might be from by one of the S. Wales factories.

There appears to be an impressed mark, which I can't make out from the image. Is that so?
