help ID mystery mug/pot.

I love this container but have no idea what it would be used for! It is an odd design where the top when taken out and flipped is its own cup. It is 4.5" high with the painted marks "NK" on the bottom.
Could anyone tell me the maker and what it is used for?

I think it's probably American. I came across a similar design where the lid functions as a cup, made by an American or maybe Canadian studio potter last year in a local charity shop and it's the first time of seen something like that in pottery.
