bought this one today got no idea who made it and when....
french or italian was two of my guesses....

I suspect maybe Japanese export ware?

Made in China (maybe Japan). We had a set in the shop a few weeks back, including a table lighter, and I'm pretty sure there was a Made in China stamp on some of them.

I just Google'd "shell teapot" out of curiosity, as I thought there may be quite a few of these around. I found this:
